1 cup all-purpose flour

1 cup granulated sugar

2 teaspoons baking powder

1/2 teaspoon salt

1/2 cup unsweetened cocoa powder

1 cup milk

1/3 cup vegetable oil

1 teaspoon vanilla extract

1 cup packed brown sugar

1/2 cup unsweetened cocoa powder (for topping)

2 cups hot water

Whipped cream or vanilla ice cream (for serving, optional)

Preheat the Oven: Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking dish.

    Mix Dry Ingredients: In a large mixing bowl, combine 1 cup all-purpose flour, granulated sugar, 2 teaspoons baking powder, 1/2 teaspoon salt, and 1/2 cup cocoa powder. Whisk together until well combined.

      Add Wet Ingredients: Pour in 1 cup milk, 1/3 cup vegetable oil, and 1 teaspoon vanilla extract. Mix until the batter is smooth and combined.

        Prepare for Layering: Spread the batter evenly into the prepared baking dish.

          Prepare Topping: In a small bowl, combine 1 cup packed brown sugar and 1/2 cup cocoa powder. Sprinkle this mixture evenly over the cake batter in the baking dish.

            Add Water: Carefully pour 2 cups of hot water over the top of the entire mixture. Do not stir; it will create a fudge layer as it bakes.

              Bake: Place the dish in the preheated oven and bake for 30 to 35 minutes, or until the top is set and a toothpick inserted in the cake portion comes out clean (the fudge layer will remain gooey).
